The historical development of the road network in the country began since Colonial times when roads were constructed mainly to transport agricultural produce such as Tea and Coffee from plantation areas to the Colombo harbor and for Civil Administration and defense. The roads initially constructed in the country catered for animal drawn carts. With the advent of the motor vehicles in the country in the 1940s, it became necessary to improve the road network to cater for the needs of the motor vehicles.
The functions of the PRDA were expanded in 1989, when the Provincial council was established. In 1989 with the devolution of power under the 13th amendment to the constitution, the C and D class roads and the bridges thereon were handed over to the Provincial Councils.

Develop and maintain a modern and attractive road network in the Central Province in sustainable manner with safety , comfort , speed, guidance , for various users while satisfying the dwellers, advertisers , employees and other major stakeholders in transparent, proactive ,effective, and efficient manner by accepting funds from local and international modes.
OUR GOALS & OBJECTIVES
Goals and objectives of Road Development Authority are as follows.
- Achieve an adequate National Highway Network.
- Achieve an acceptable level of mobility in the National Highway Network
- Provide a high mobility expressway network.
- Maintain the National Highway Network at an acceptable condition.
- Reduce road user cost
- Improve road safety in the National Highway Network.
- Ensure efficient utilization of assets and investments.
- Ensure protection of the environment in all activities.
- Promote organizational development.
- Assist in the development of the local road construction industry
